The British Commonwealth first came into being with the Balfour Declaration of the 18th November 1926. It originally existed as an organisation of members who swore allegiance to the British monarch. After the independence of Pakistan and India in the 1940's the organisation was modernised with the word British being dropped and the allegiance to the crown being scrapped from the statute. The Commonwealth became an organisation for former colonial countries.
