The Congress of Vienna was a conference from September 1814 to June 1815 attended by ambassadors of European states and chaired by Klemens Wenzel von Metternich. The main objective of the congress was to address issues raised by the French Revolutionary wars, Napoleonic conflict and the dissolution of the Holy Roman Empire. The Congress resulted in the re-drawing of the European political map establishing French boundaries, the Rhine States, the German province of Saxony and various Italian states.
The Congress's "Final Act" was signed nine days before Napoleon's final defeat at Waterloo. Austria, Prussia, France, Russia and the United Kingdom.
Aithough not strictly a conference with protocols, the congress was seen as the first such example of a Congress system even though most of the negotiations were actually face to face informal meetings.
